What is it? It's just an abbreviated version of the Unity (UN) Government's flag... it doesn't really have a separate, official name. Its usage in military markings, without the flag's white field, is called a roundel... which just means a circular (or generally circular) marking that identifies the nation to which a military aircraft belongs. In that specific case, it'd probably be referred to something like the "Unity roundel" or "UN Forces roundel". Fans usually just call it the UN kite.
