From what I understand the problem isn't drones themselves. The FAA has been over unmanned flyers since the late 90s. So for 15+ years. The problem is the autonomous nature of these ones. I.E. flying themselves. Not someone with a remote control.
Amazon has money. Lots.. and lots of money. If they want it. It'll happen. They say they're 3 to 5 years from implementation. That's a good while to get a few obscure laws updated to fit more modern tech.

Technically they're under the jurisdiction of the FAA. You'd be talking federal crime.

Sure you would.. but it wouldn't take much to avoid a lot of it.. cover your license plates so they can't be seen by a camera, do it away from your house/work while it's over an empty area, and be gone before anyone responds to the GPS data...
I mean, seriously, this is a REALLY stupid idea on Amazon's part.

Not really. The things are going to be urban. Not for delivering out in the sticks where a bunch of rednecks could cover their license plates and get away with it. If you're shooting off shot guns or rifles in the city you're in violation anyway.
We're also tlaking 2018. Hell every Tom Dick and Harry has a cell phone now add 5 years and there's just going to be more. All those phones come with cameras. Not to mention the mics in cities to track gun shots and what not.
Could you conceivably take one out? Sure. But there's going to be people seeing you shooting into the air with a rifle and snapping your picture and forwarding it to the cops and what not. And for what? Some old lady's copy of vigina monologues? A federal crime as you're technically in the FAA's jurisdiction?
That's alot of risk for minimal reward. They're probably going to have price limits on what they ship out by drone too. You're not going to be catching little smiley face boxes of jewlry or anything.
In theory, people could drive around after the UPS truck and run up onto porches stealing boxes, with out involving federal crimes in it.
Generally, they don't do that either.
