Ok, so Chaos Earth is the past of Rifts.
The tech of Rifts is largely, but not entirely, salvaged from the ruins of the past.
Well, I notice some lacking in OCCs and such then:
Where are the Juicers, Dog Boys, and other such stuff in Chaos Earth?

Dog boys were not deployed as of yet in Chaos Earth.
The Lone Star Facility was 99% done with the research when the rifts happened but hadn't actually started production/tests of the Dog Boy Program. More over the dog boy program was totally totally above top secret, black program. I.E. Noone knew about it. Well "Some" Did, but you're talking the same level of military that know about "Aliens" and super super secret stuff. Above "Where are the nukes" level.
This is said directly in the Lone Star book.
Bradford just had to dust everything off and finish out that last 1%, and then work up a training program.

I must have missed that in Lone Star...gonna have to go back and look at it. I always was under the perception (given the genetic engineering and such in Chaos Earth) that stuff like Dog Boy programs were going on in pre-Rifts Earth.
Still, what about Juicers and such?

I read it just the other night. I'm working on a mutant raccoon robot pilot for Jaymz' game. The Dog boy program was at 99% and had not actually started producing (Which you think would happen before they hit 99% but, that's what the book says) More over. "SOMETHING" Happened in the Lone Star complex. They don't know what, but when the long range CS team 'found' it. It was "empty" except for a few people. Just a pristine huge underground military base and super genetics factory. It's like the Dog boy program had been developed elsewhere, and then the entire Lone Star facility had been built, pristine and new, and the day before they were going to move people in. BOOM Rifts happened. Thing is, there weren't even enough people there to justify that. It was military. it'd have 100s to 1000s of people there before it was even 'open/operational'. The "Mysterious Rift machine" on one of the lower levels is hinted as to the source/reason. As in when the rifts came, that what ever it was, rifted out all but like 5 people in the complex.
As for other mutation programs, if memory serves South America had something with mutant parrots or something. I'm not quite the 'expert' on the two SA books as I consider myself on others, as they... oh yeah. Sucked and were stupid powerful. So powerful that even Palladium disavows them (And that SAYS something)
Juicer technology was a product of pre-rifts technology during the sudden arms race that happened just prior to rifts. I'm pretty sure crazies were too. One of the books (Mindwerks?) States that the Crazies with the big huge nobs on their heads were the product of 'old' crazy technology that was found, as it's just... "nnot needed" That crazies can be produced with 'pea sized' skull things, which can easily be hidden under hair and stuff. The book (Which ever one it was) Also states that even though Crazies can be produced with the little Pea sized implants that can be hidden under their hair, that a huge percentage/majority of them, still go for the huge nob things, because it's what they think crazies should look like and they think it makes um look cool and dangerous.
