Use Mission Impossible as your inspiration.
IMF for a new age.
Stymie high tech arms dealers. Curtail Terrorist plots. Infiltrate and eliminate high level international criminals.
The old Mission Impossible TV series is PERFECT for mission mining.

Cortex's(Margret Weis Productions) Leverage the RPG lends itself ideally to this concept. All characters have the same 5 talents (These are separate from the stats) to which a die value is assigned (1d4, 1d6, 1d8, 1d10, & 1d12... no two die repeated). The talents are: Hitter, Hacker, Grifter, Thief, & Mastermind. Each Talent is an area of expertise. Hitter = Hand to Hand, ancient weapons, modern weapons, etc... Hacker = electronics, mechanics, computers, etc... Grifter = The art of the con, impersonation, etc... Thief = cat burglar stuff Mastermind = the man with the plan.
An additional mechanic introduced in the game is the "flashback" (you only get so many of these per episode [adventure]) which allows a PC to "alter" the circumstances of a complication by flashing the story back to a previous moment in time and "adding actions" (current time events cannot be canceled only altered for a more favorable outcome.)
resolution mechanic is simple and strait forward. Roll the die of the relevant talent/stat. a 4+ is a success a 1 adds additional complications to the scene
The system is designed to emulate "mary sue" level of expertise the Leverage characters demonstrate. The system is also very story/plot driven
I have used the system to run the following TV Show inspired one shot games... Mission Impossible Macguyver A-Team Burn Notice Man from Uncle NCIS Scooby Doo Chuck
