I have never been a fan of the rules in the conversion books. I just do not like restructuring a character to bring them into rifts. So in the case I said bring your Borg in point for point, I was told this was munchkin! What do you guys think?

I would Ratio out SDC/AR. in NJSS anything with a PS higher then 23 got supernatural ps.

I think him saying that is what he would do means house rule in regards to the SDC/AR. As for the SNPS for anyone over 23 in N&SS....no idea where that is ever stated.
For PS I'd make it either augmented or robotic (as per RAW in Rifts since PS is not changed in level between gamesbut my house rules would be "android" level).
Aside from that I'd just go straight 10-1 ratio being different "universes". That gives the Full Borg from HU 28 MDC for main body and 90 for his body armour.
MDC wise it puts him on par with infantry BUT he can still carry heavier weapons and he can always upgrade later with in universe cyborg armour of anywhere from like 180-360 mdc so still makes him a pretty good threat.
1-1 just seems unfair to some degree as he is "not" MDC or from an MDC universe and point for point you could theoretically end up with a normal full borg with well over 1000 MDC armour in. The above I think makes him still very playable and able to survive relatively well though.

Maybe just applying rifts MdC value to the parts? ( as in bionic arm MdC of rifts in place of its sdc)

You could do that too but at that point you might as well just make a Rifts Borg because you are fudging as much as ine is . There is some roleplaying opportunity there to be had as well since the borg would have been a powerhouse inhis own universe and is suddenly not so much in this one, ya know? 100-1 ratio is just ridiculous for such things. Mine is too "fudged" maybe go 5-1. Still not a powerhouse but still pretty good. My above example would give you 116 MDC as the borg and another 180 for your armour.

in HUR/TMNT this is also the same. in HU Revised I believe it was true for other strengths. as for MDC ratios, I'd go 20/1 for those with AR Less then 10 10: 1 for Those with AR upto 12 5:1 for those with AR upto 14 and 2:1 for those with AR higher then 15.
As for Various implants, I'd switch them over to their MIO equivalents, since they have the same technology, just different. mainly, MIO Lets NS have Working Cybernetic eyes that are not just Optical nerve implants.

I can understand why you would come to that conclusion, but it doesn't include the damage rolls as supernatural.

Yeah IINM SNPS in every game but HU2 is PS x50 for lift and carry.

I am not asking how to do it I am asking how others do it. When it comes to rifts I really do have all the book minus a few newer ones.

The main reason I'd suggest converting by Ratio: The Cybernetics in NJSS are very basic, And not even capable of the feats of standard bionic limbs. - But on the plus side, Capable of being up armored and made to withstand high amounts of damage (I've made pc's with 300 sdc Cyberlimbs and use them as a dangerous weapon , for example).
